An adept strategist with particular expertise in the financial services, technology, and insurance sectors, Zach serves clients across the firm in a variety of government relations and risk analysis matters.

Zach guides clients as they navigate technology and data privacy issues, and has deep relationships in the House Energy & Commerce Committee and across the House Democratic caucus. Zach also conducts critical policy risk analyses for our investor clients, providing essential insights into legislative and regulatory activity and its market implications. He also leads our corporate strategy work for clients seeking advice on starting or expanding government relations and political giving activity.

Prior to joining Mindset, Zach served as Legislative Director for Congresswoman Robin L. Kelly (D-IL), a member of the House Committee on Energy & Commerce. In total, he brings nearly seven years of experience in the US House of Representatives in several policy areas, including financial services, technology, budget, tax, and energy. Zach’s tenure on Capitol Hill, as well as his credentials as a licensed attorney and an MBA, account for his success in cultivating key contacts and developing policy acumen, particularly at the increasingly influential intersection of tech and banking policy.

Zach is a magna cum laude graduate of The George Washington University, a cum laude graduate of The University of Maryland Francis King Carey School of Law with a certificate in Business Law, and holds an MBA from Georgetown University’s McDonough School of Business with a certificate in Nonmarket Strategy. His legal writings have been published by the Journal of Business & Technology Law and the Harvard Journal on Legislation.
