With more than 15 years’ experience working on economic policy in Washington, Heather is known as a leading expert on financial regulation with a focus on capital markets. She is always eager to learn from people with different perspectives and find ways for unlikely allies to work together.

Heather brings a unique range of experience and expertise to her client relationships to help them navigate all aspects of the policymaking process. Prior to joining Mindset, Heather worked for SEC Chair Gary Gensler where she led a team of policy experts who advised Chair Gensler on SEC rulemakings and other regulatory issues. Heather oversaw the proposal and adoption of nearly 40 rulemakings relating to investor protection and capital formation. Through her work at the Commission, Heather learned the inner workings of the agency and how regulated entities can most effectively engage with regulators to advance practical policy solutions.

Before joining the SEC, Heather was the Director of Capital Markets Policy at the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), the Head of U.S. Policy at the UN Principles for Responsible Investment, and a Senior Fellow at Americans for Financial Reform. She also served as Director of the AFL-CIO’s Office of Investment and previously as its Senior Legal and Policy Advisor. In each of these roles, Heather worked Congress, the Executive Branch and the advocacy community to advance policies related to financial regulation and ESG investing. During her time at the AFL-CIO, Heather was a leading advocate for the passage and implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act during which time she worked closely with other advocacy groups and businesses to advance derivatives regulation, new policies related to banking oversight, hedge fund and private equity regulation and the creation of the Consumer Financial Protection Bureau.

Earlier in her career, Heather was Assistant Counsel at BISYS Fund Services.

Heather’s hidden talent: She loves to bake, especially treats that include copious amounts of buttercream frosting.
