PRESS RELEASE: Kate Bonner Joins Mindset as Principal to Expand Financial Services, Tax, and Trade Policy Expertise
Washington, D.C.—Mindset, a bipartisan public policy consultancy based in Washington, D.C., announced today that Kate Bonner has joined the team as Principal. Bonner brings a strong passion for servant leadership, public service, and stakeholder advocacy, thriving at the intersection of strategic thinking and real-world execution. Kate possesses deep experience as a trusted advisor to lawmakers, companies and trade associations across a wide range of policy areas including financial services, tax, budget, trade, and energy policy.

Prior to joining Mindset, Kate served as Chief of Staff to Congressman Lloyd Smucker’s (PA-11), an influential senior member of the House Committees on Ways and Means, Budget, and the Joint Economic Committee. In her role, Kate advised on committee priorities, legislative positioning, and engagement with leadership, stakeholders, and committee staff, ultimately ensuring alignment between the Congressman’s legislative agenda and the committees’ broader policy direction.
Before her time on Capitol Hill, Kate was Director of External Affairs at Capital One Financial, where she was the company’s senior federal lobbyist for tax and trade policy, financial services, and corporate governance. She played a critical role in shaping Capital One’s federal advocacy efforts, working closely with both the Chief Financial Officer and Head of Global Tax during the 2017 rewrite of the federal tax code. She advised C-suite executives, managed external relationships, and represented the company in front of Congress, administrations, and at stakeholder forums.
Kate holds a Master of Science with honors in Applied Economics from Johns Hopkins University and a Bachelor of Arts from the University of Massachusetts Commonwealth Honors College.
