Mindset adds Dwayne Bolton as Key Energy & Transportation Advisor; Expands Team to Meet Growing Demand

Washington, D.C.—Mindset, a bipartisan public policy firm based in Washington, D.C., announced today the addition of Dwayne Bolton as Principal to their growing team. Bolton immediately expands and enhances Mindset’s strategic advisory and advocacy capabilities, particularly within Mindset’s growing energy, transportation, and broader industrial practice areas. Mindset also announced the addition of new hires Alex Barcham as a Director, Katelin Romano as an Analyst, Christian Depue as an Analyst, and Carol Dhanoolal as an Executive Assistant as the company expands its expertise and capabilities to serve growing demand.

Prior to joining Mindset, Bolton served as a Principal for theGROUP. Before joining the private sector as an advisor, Bolton served at the Department of Energy (DOE) as Principal Deputy Assistant Secretary in the Office of Congressional and Intergovernmental Affairs. During Bolton’s time at the DOE, he successfully developed an Artificial Intelligence Office, strengthened DOE’s cybersecurity capabilities for the electric grid and oil and gas pipelines, and engaged in DOE and interagency work on a range of national security matters.
While in the private sector, Bolton worked as Principal Advisor for Los Angeles-based Edison International, one of the nation’s largest electric utilities. He also worked as Manager of Global Government and Corporate Affairs at Caterpillar Inc., where he worked on a wide range of domestic and global issues including market access, energy, surface transportation, the ExportImport Bank of the United States, and various trade agreements. His previous experience also includes positions at the Association of American Railroads (AAR) and the Office of U.S. Congressman Mike Rogers (R-AL), current Ranking Member of the House Armed Services Committee.
Barcham joins Mindset as a Director and will play a key role in supporting the firm’s efforts within the insurance industry and ESG research. Prior to joining Mindset, Barcham was Senior Director of Government Relations at Williams and Jensen, where he served as director of research covering financial services, health care, tax, trade, energy, and other issues.
Depue joins the firm as a Policy Analyst and will bolster Mindset’s healthcare and insurance industry efforts. Depue previously served as an intern in Congressman Jeff Van Drew’s (R-NJ) office.
Romano joins Mindset as a Policy Analyst who will work on the firm’s tax, budget, and trade portfolio. Previously, Romano interned for Senator Robert Menendez (D-NJ) and Representative Mikie Sherrill (D-NJ) and served as a campaign intern for Councilmember Kristin Palmer.
Dhanoolal joins Mindset from NASA bringing her extensive administrative experience to the team, having served in similar roles at Northrop Grumman, SAIC – Leidos, and Exelis Inc.
