Richard brings deep policy research, financial analysis and strategic consulting skills to deliver to clients best-in-class advisory to pressing energy policy issues, investment, finance and other business matters that often all intersect.

Prior to joining Mindset, as a consultant for boutique strategy firm Thomas Dwight Capital he advised on everything from cutting edge digital net zero data centers on valuation, strategy and energy policy, to traditional finance issues, or helping senior executives relearn the lost art of bond valuation and treasury strategy after interest rates increased to levels not seen since the 1980s due to inflation.

An award-winning investment analyst and former portfolio manager, he previously successfully managed a $1.3 billion institutional bond portfolio for the Commonwealth of Virginia, outperforming the fund’s benchmarks. In this role, he regularly reported to the senior leadership and board of directors providing decision makers with budget forecasts, investment reports and analysis. And as an investment analyst was recognized for his energy portfolio performance and prescient market warnings (calling the 2014 oil price collapse).

Richard also founded, organized and led a Virginia regional institutional asset managers group to participates in round-table discussions on institutional asset management policies, market forecasting strategies and investments. The group played host to the World Bank on the topic of sustainable investments and green bonds, for example.

Previously, Richard has been part of various top energy markets and policy research groups, and for 7 years managed the energy industry’s top regulatory, policy and finance journal, Public Utilities Fortnightly, where he wrote many policy leading and market leading thought pieces.

Richard holds an MBA in finance from the University of Oxford and a BA in economics from Georgetown University
